The following criteria shall be used in the annual selection of the recipient(s):
1. Applicants must be a first-year student
2. Applicants must graduate from public Wisconsin High School
3. Applicants may be pursuing a degree in Civil Engineering. Preference will be given to students with the following emphases, listed in order of priority: transportation, structural, or construction engineering
